It is generally understood that punishing people for telling the truth can incentivize them to be dishonest. Since state medical boards occasionally punish physicians for reporting errors and for identifying unsafe care practices, they may contribute to a culture of dishonesty by healthcare providers. The dishonesty ensures that errors are concealed instead of investigated.
